I already responded to this in 587, but I think the guiding principal needs to be perhaps allowing the other services to compete, but requiring them to provide the same level of service. Otherwise you run the risk of them cherry picking business from the government entity.

UPS already does this by offering UPS Basic (Fed Ex has a program called Smart Post). They basically deliver the package to the destination city then drop it off for the USPS to deliver. This is mostly being done to offset the price advantage the USPS has in packages under 5 pounds.
