He vetoed it twice, sending it back to Congress until HE got what HE wanted.

He vetoed it twice then Dick Morris told him he’d lose the ‘96 election if he vetoed it again. He signed a bill that was 99% the same as the ones he vetoed. Thanks to Clinton’s selfish motives, the bill became law. This law brought more children out of poverty in 6 years than LBJ’s “war on poverty” did in 26+ years.
