Good question and one that I have asked already and still waiting to hear an answer.
Usual filing fee in Kentucky for president is $1,000 for the primary and $500 for the general.
The caucus system and filing fees are ridiculous.

So for the privilege of being part of the Rand Paul Caucus adventure, primary candidates get a 1500% cost increase. Seems reasonable.
