Rotten to the core. Ferguson’s city finances rely on revenues from warrants/citations. The Ferguson PD issues a prodigious amount of tickets to its residents, disproportionately black residents.

So, if you’re talking reform of the FPD, you better include reforming the city government and budgets, because this doesn’t stop with the police chief.
