There was a popular board game in Germany that I am still looking for, as it is no longer being made: Pfusch am Bau. Roughly “Fudging the Construction”.

you are given a certain amount of clay (building material) and bid for jobs to build things with it. You can cheat by secretly using bits of wood (substandard material) and wrapping it in clay. There is a Building Inspector whose job it is to poke the clay with a toothpick.

But you can bribe the Inspector. And basically, the game is set up that you cannot win without bribing someone…
