Fair enough. Sorry for all the questions. As a municipal department head these things interest me a great deal beyond d just my personal thoughts on what gets taxed.

the beach cities in Cali have resident parking licenses, so people can park on the street near their house/apartment without inlanders taking up all the spaces. Let the beachgoers driving in from elsewhere go to either the State lot or commercial lots.
