What does the PPD believe in exactly? Continuing to have Puerto Rico in the no mans land between state and nation? Unable to govern itself or get the support the states do? What exactly do they want to happen?

They missed their chance back in the 50’s to 80’s. Doesn’t matter what they vote for. Congress won’t vote them in. Period. They don’t bring anything to the table this decade. That’s just my opinion.
