No, the difference is the funding of the government had to pass so any attached riders would have necessarily sailed through and become law. The separated out votes the GOP got as part of the deal (on HCR & title X funding) will never pass the Senate, but the GOP feels forcing on the record votes will politically damage Dems in some marginal districts. They actually traded for a number of things they feel will be politcally advantageous, like a number of audits (which always turn up at least some degree of waste) they hope to demagogue.
