Distinction for honor killing?

Are we going to add a penalty? Or excuse the crime because it’s “cultural”?

Neither is acceptable. We can treat an “honor killing” as a motive, and say, “It doesn’t excuse it, we’re just dragging an ugly idea out into the light”, but that’s about all.

After all, there was a time when daughters truly feared their fathers would, indeed, kill them if they became pregnant outside of wedlock.
