Eh… Philly had that business privilege license on the books for years, and only recently began trying to impose it on bloggers because of the need for revenues, even when most blogs don’t actually make their owners a dime. You can have all the advertising you want on the site - if no one visits, let alone clicks, you’re not making money - and you aren’t making anything to cover costs for the site (time, effort, etc.) The Department figures that the act of putting advertising on the site is proof of being a business.

The move will only further undermine the city’s competitiveness as people will either opt to live elsewhere, avoid paying the tax, or demand a legislative change to the fee.

And the Department’s solution - to pay annually instead of kick in the $300 lifetime fee is laughable since if you blogged more than 6 years, you’d end up paying even more.
