The only thing that will ultimately lay ISIS down is a crushing defeat. For instance, like how their intellectual predecessors were dealt with in the Kharijite Rebellion of 866-896 A.D. They were ultimately eliminated for the most part, even though some of their ideas later resurfaced under Muhammad ibn Abd-al Wahhab in the 18th Century.
