Given that (in the US) swastikas are not illegal symbols, what would be the legal basis for denying someone requesting Hitler-Cake to be made? Or for enforcing that it be made since it is not illegal?

Culture wars aside, who is actually going to ingest a swastika cake made by a Jewish bakery or a same sex wedding cake made by homophobes?
