The downside is they might have been able to pay at a certain point, but having a 12 month rent check come due is no longer affordable.

But there are certainly a non-negligible portion of those behind on their rent who undoubtedly took advantage of the situation.

We don’t have any stats on it, but I’d bet the number of people who are deliberately behind on rent because they think they’re getting a free ride is very small indeed.
