Might need some refinement, it has a couple parts, first the 46 million uninsured included illegals. I more interested in the budgetary aspects of how the cost will be covered.

Here it goes.

EMTALA already mandates coverage for anyone who shows up at an ER seeking medical care. The 46 million uninsured figures include illegal aliens. Even though the HR3200 has no provisions for coverage of these individuals, they will still be receiving treatments. How will these costs be covered and accounted for?

The same way they’re covered now - everyone else will pay for them, as those costs are distributed to ordinary patients.
