No, it couldn’t. The Norks can put so many rockets in the air that they’d overload the system. Anti-rocket systems work well against insurgents firing only half-a-dozen rockets at a time. Against conventional armies firing 1200 rockets at a time, not so much.

In a conventional war the biggest threat to ground troops is artillery. This would be a major leap forward for infantry fighting.
