The specific instance was that she still had NOC status in 2003 while serving in DC. With her cover blown:

(1) it blew her NOC cover
(2) she could never serve covert again
(3) it blew her cover organizations
(4) it endangered every contact she ever had undercover or NOC.

All this for political payback. Against her husband.

I AM NOT SAYING IT WAS OK. Why are you having such a rough time separating “OK” from “illegal”?
