Please tell me what I have to do to get a refund? I have not got one since 1996. I am serious. I always come out owing them $3,000-$5,000. Why do they penalize single people?

You need to increase the level of your withholding (if you are on salary/wages), or increase what you pay in estimated taxes throughout the year.

BTW, while it’s a good idea to withhold and/or estimate enough so that you either get a small refund or pay a small amount at the end of the year, you really don’t want to set it up so that you get a large refund. If you do that, you are giving the IRS an interest-free loan every year.
