I admit I’m a bit of a noob in the field of international politics, but isn’t shooting down someone else’s civilian airliner generally considered a major diplomatic incident?

The phrase that used to be used is either “act of piracy” or “act of war”. Doubt anyone will have the gonads to go there though.
