Actually that was Haslam:

“I can assure you if I’m elected governor, we won’t secede from the union. Period,” Haslam said at a campaign stop in Columbia. “You know, the country had that experiment 150 years ago … I think most Tennesseans are committed to making America better, not leaving it.”

However, he told reporters at a campaign stop in Memphis that he doesn’t know how the writer of the article on was able to “extrapolate” from an interview that he had suggested secession could be considered in response to federal mandates like President Barack Obama’s new health care law.
