I don’t get how this is either an ugly or offensive generalization. Is the problem here that he’s saying “Russians” instead of the Russian govt./military?
Even the usage “the Russians” to mean “Russia” is idiotic (see the recent discussions about “the Palestinians” here), but Putin already is “Russia” in the political sense, so this juxtaposition is naturally interpreted as “Putin and the Russian people”, even if something else was meant.
