I think CL’s point stands without having to come up with the specific flavor of insult to use.

The irritating part of that story is the lame administrator hiding behind the union protections. If a manager hasn’t learned to control the workplace within the boundaries of a contract, they’re incompetent. We had a case here:

Principle: “The last time we tried to discipline this teacher it cost us $100K.”
Lawyer/Parent: “It’s going to cost you $100K if I sue you.”
