If the R’s are intent on killing it, nothing the D’s do can save it. If Qevin’s useless idiots in the Freedumb Caucus manage to whip enough votes, it is theoretically possible it could be a party-line vote. So while I imagine this thing is plan “A”, and the Democrats probably prefer this to any alternative, as you say, I don’t think they’re going to be too put out if the Republicans make it impossible for the plan to succeed.
