Policy riders only instruct the agency receiving the money that they need to fund or defund something, they don’t actual effect the level of funding for that agency. So for instance, the rider regarding the defunding of NPR does not reduce the budget for the Corporation for Public Broadcasting, it only prevents CPB from using any of it’s budget to fund NPR. The rider defunding Planned Parenthood does not reduce the budget for Title X, iti only restricts Title X from funding Planned Parenthood.
etc. etc.
In practice, what are they supposed to do with the money, then? Ok, Corporation for Public Broadcasting, here’s your money, just like always. Just don’t use it for public broadcasting. Unless there’s some important point I’m not grasping (note: this is likely), that somehow seems even more wasteful.
