Couldn’t you put a floor on the amount of votes needed to secure representation? I know in Sweden, you need 5% to get representation.

Though, I notice the Arab Parties wouldn’t have gotten any represention in this case, though considering how Arabs and their communities are treated in Israel, would there have been an actual difference?
