I think that is a bit of a reach. Clearly it is within the purview of the US Senate to overview foreign policy, which is why treaties need approval of the Senate.

Any leader outside of the US who are worth any measure will know about US politics. This letter is pretty clearly domestic politics on the part of the GOP, and the informed leaders in other countries will know this.
