Except this congress ends at noon on Jan 3. The president has 10 days (excluding Sundays) to sign/veto. He could literally just ride it out without doing anything and it would die at the end of the Congress. Even if he vetoed, there’s no way Congress (the Senate in particular) could get through their procedural steps to override before the Congress ended on the 3rd.
Relatedly, if he vetoes the NDAA as he is still threatening, the timeline probably has the Senate voting on ~Jan 1-2 (maybe even before noon on the 3rd!) to try to override.
