One problem for Russian military
planners could be that they have no way of knowing whether stated inventories of ammunition, fuel, spare parts etc. actually exist. The stuff could easily have been diverted to export, or the civilian market in the case of rations, fuel and medical supplies, with the proceeds pocketed by oligarchs and their stooges. It might explain a lot.

And not just oligarchs. Senior officers, procurement officers and the guy who signs the stuff in and guards it.
