It’s the latest shitty thing to happen to a struggling friend of mine. He’s got a not-very-good part time job, applied for another one, and even though the schedules are completely different and add up to only 45 hours a week, they told him it was a problem and he couldn’t be hired.

Means they might plan to keep him “part time” for benefits purposes, but jack his schedule and totals around for their convenience. He should check what other hires are doing.
