They’re too risk averse to do well in CQB against Space Marines. The Tau are more adaptable than the Imperium, but they don’t go in for Ruthless Aggression, and you don’t beat Space Marines any other way.

He keeps tying to get in close with Devilfish and drop off troops to fire off volleys within rapid fire range.

Effective against IG and other light armor troops.

Not so much against Wolves.
