The weakness of a policy that allows for judgement calls is that sooner or later a judgement call is going to be made that can be seriously called into question later. And then you don’t have a policy defense, which means you’re looking at a lawsuit likely to survive summary judgement. And then you are in serious trouble.

Well there are immunity defenses to protect government employees from all but the worst judgment, and school districts buy liability insurance. Zero tolerance and complete tolerance policies tend to bring absurd, unjust results.
