Sadly, the best ally Repubs have had in maintaining the right-leaning state of the Senate has been “moderate” Dems like Manchin and Sinema who talk about how the filibuster keeps things “bipartisan” and inspires “debate” while ominously talking about how Repubs will just pass whatever they want if they win back the majority.

Debate means make your points to the body and try to sway/influence how other Senators are gonna vote on something.

THEN you hold the vote and the result is the result. you were persuasive or you werent.

What happens here is there is no debate.
everything simply gets blocked and stalled with no one having to say anything
