Really odd behavior.
Why do they think this is the guy from the SUV?
Does he match a description from somebody?
Or are they just going on the fact that he changed his shirt?

They must have more. This video doesn’t show him nearer any vehicles than anyone else walking by. In fact, there are people a LOT closer to the cars in the video
