The 1th circuit court has ruled that the individual mandate is unconstitutional. And they are not the first court to do so. It seems obvious to me this is a power reserved to the states. And I can hold my governor more accountable than I can my President.

Depends on the state. The US constitution guarantees you the right to redress of grievances, but only against the federal government. The separate states can withhold that right, and it is generally easier to sue the federal government than the state. But the power of each state governor is different, and some are more accountable than others.

Any state legislature can impeach its governor. Eighteen states have procedures for recall elections, and New Hampshire and Vermont have two-year terms. Arizona allows for private petitions to begin impeachment, though any state that allows referendums can technically remove a governor with a carefully drafted law, but the governor’s term will likely end before that one makes its way through all the court challenges. Maybe even the term after that. :-)
