There’s going to be an interesting set of studies to investigate which method is better: everyone get 1 dose, and then second dose, or try to get people to 2 dose completion first, even though fewer are protected - the ones who are protected are fully protected.
It may be that the first approach is better, especially with more virulent strains in circulation, or that the more virulent strains mean you need two doses to get the protection we need to see.
