I think the premise was more about the potential of the technology was hindered by a conspiracy of the few, notably AT&T wonks, due to a little paranoia about how the technology might cause unintended consequences to the use of their other technologies.

… and yet their entire system could be controlled with a plastic whistle from a box of captain crunch. Bell/AT&T wasn’t exactly a bastion of secure practices for much of the 20th century.
