Our only goal for our granting process is to support women and families in the fight against breast cancer. Amending our criteria will ensure that politics has no place in our grant process. We will continue to fund existing grants, including those of Planned Parenthood, and preserve their eligibility to apply for future grants, while maintaining the ability of our affiliates to make funding decisions that meet the needs of their communities.

To me the problem isn’t the part you bolded, but the next clause. Seems to me that the change (to specify that they’re referring to criminal investigations as a criteria for withholding funding grants) will be applied both to current recipients and future recipients. Perhaps more problematic is that they’re giving their local affiliates the leeway to not fund PP down the line (say in more conservative areas). Now, these same affiliates might not have been funding PP before out of the same anti-abortion principles, but some may now use this as additional cover when doing so.
