No, no bill os ever “perfect”, but to pass one with KNOWN flaws is ludicrous
Tweak on a Studebaker all you want. Sell it “as is”! That affects ONE person (the buyer) who knowingly accepts it ‘as is”

I think he was referring to working the kinks out before it passes -hence passing a “limited” version post “working out the kinks”. The structure may not have been perfect, but I don’t think he was suggesting passing the bill as is.
