They like to call it “Deep State”, but basically they forget that truly qualified professionals tend to plan on their career lasting more than one administration. They are there to serve the government and the country, not just the current C-in-C.

Government apparatus is built on that principle, which is not any sort of principle that DT has ever known or tried to work with.
