I don’t think they said, which is unfortunate. It wasn’t clear if the additional letters were also somehow determined based on the numerical pairs. Perhaps the scholarly article covers that, but the Wall Street Journal article doesn’t, from what I can see.

Sounds right. Looking at it I can see that it must be coming from the second set of digits in the key— that is, the number of letters added to each line in each instance IS a number that appears in the second set of digits— but the pattern for application isn’t leaping out at me.
