I am reminded of stories of backwards civilizations adhering to their witch doctors and ancient practices even ever after being introduced to modern science.

That’s because the witch doctors were in-network under their current plan. They had to wait for the policy to come up for renewal to get the plan that included modern medicine, otherwise it was all out-of-pocket.
