Another thing is the Burdick decision that established acceptance of a pardon as an implicit admission of guilt. Pardons would totally undermine his narrative that it’s all a witch hunt.

I read that more as dicta than governing law. And especially since pardons can be made unconditional, there isn’t necessarily an implication of guilt. But whether that issue would ever actually be litigated is beside the point, I suppose.
