My understanding:
It’s not toxic in that it doesn’t mix with water and create polluted water.

It sits on top of the water, and some of it will evaporate.

Birds who get oil on them cannot fly or sit on the water and will probably die because they can’t get it off of themselves. Sea life underneath the oil is safe; it’s a danger if they get it on them or swallow it.

Once it reaches land, it becomes a big sticky ugly mess, possibly harmful to wildlife in that area, but it can be cleaned up.

And Reine comes through!
