However, Mandy, given that Herbert and Marion Sandler’s foundation are the main source of funding for HRW, and Soros’s foundation is just one of many that support HRW, why is Soros singled out?

Herbert and Marion Sandler are real live progressives, by the way. Like, really, not just normal liberals that other people call progressives.
