uhhh, the point is about who might be responsible. Do you think security being raised at the embassy there might indicate the possibilty of international terrorism? Why would they raise security at nuclear plants and overseas embassies if they suspected some lone wolf domestic terrorist?

It’s standard to beef up security generally until the threat is understood specifically.
