Sensenbrenner is one of the sponsors, and he was useful in the last reauthorization by overwhelming majorities.

The bill is hardly perfect, but it’s a vast improvement over the current mess, which is allowing states to act without repercussion (sure, they can be sued to stop, but that means disenfranchisement until after the court rules against the state action). The VRA would put these kinds of actions on hold until after the courts got to decide whether they were legit or not - protecting the rights of potential voters in the process.
