It depends on what one means by “average.” And what’s “the norm.” From CBC website: “FLURRIES IN WESTERN LABRADOR IN AUG? Well, it’s happened before. In fact, your 30 year average for Snow in August from 1971-2000 in Labrador City is 0.1 cm.” Because something’s “happened before” doesn’t make it “the norm.” You’d have to know how the stat has been collected, the frequency, etc…(in other words, I need more detailed info…)
