From his profuse apologies to the cops, I learned he was also stuck for 45 minutes at 1am on a 6 lane bridge while the 3 opposing lanes of traffic were moving without a hitch. He had tried listening on the radio for traffic accident reports but on hearing no news, mistakenly called the police to inquire IF there was a traffic problem.
