I’m not sure that even makes any sense, actually. What does ‘broken’ even mean, in that context? If he was ‘broken’, why did this information not come out for months afterwards?

I don’t think that sentence says enough to need refutation. He was waterboarded. He later gave up this information. There is no causal link; at most, you can say that waterboarding didn’t prevent this information from coming out. There’s no reasonable assumption this came about because he’d been broken by waterboarding.

Not until you define what being broken is, and how it leads to the flow of information months later.
