no I said ruling class, the people who gave us this bill exempted themselves from it… well yes the are rich but no, I do NOT mean rich.

The concept of a ruling class is of a bit dated concept. It implies that there is such a thing as a rule. But the rich can always afford. It’s what being rich means.
