PSA: If you come upon a downed biker, do not start pulling helmets off heads. Try to establish an airway, but leave the helmet to first responders who have the tools to cut it off, avoiding spinal column disconnects. (Every crash is unique, but this is the decision-making baseline.)

I always thought your not supposed to move them for ANY reason (any accident victim). Only if absolutely necessary is there’s a fire possibility.
